EU long-term budget 2028-2034: 

CoR President denounces massive renationalisation and undermining of Cohesion Policy through 'Monster National Plans'

What was presented to Europeans today is not merely a budget proposal. It’s a radical and aggressive restructuring of the European Union, its principles and its values disguised as a budget proposal. The EU known for its territorial, social and economic cohesion, the EU built on the subsidiarity principle, the EU that begins in regions and cities and local and regional communities is under unprecedented attack by the proposal known today under the name of MFF. We urge the other EU institutions, particularly the European Parliament, to defend, not only these values, but especially the democratic values and their institutional roles which have been so severely undermined by the procedures that led to this proposal and by the substance of today’s announcement.”

Les territoires ne sont pas de simples guichets d’exĂ©cution des prioritĂ©s europĂ©ennes : ils en sont les architectes de terrain. Si la Commission veut un budget plus simple, plus stratĂ©gique, plus proche des citoyens, alors elle doit placer les rĂ©gions au cƓur du jeu. Co-construction, gouvernance partagĂ©e, rĂ©sultats territorialisĂ©s : voilĂ  les piliers d’un budget europĂ©en du XXIe siĂšcle. Il est temps de sortir du rĂ©flexe technocratique centralisateur. L’avenir de l’Europe se joue en Corse autant qu’à Bruxelles.  En tant que PrĂ©sidente d’une assemblĂ©e territoriale, reprĂ©sentante d’un territoire insulaire, je ne peux cacher ma crainte. Car ce que nous voyons venir, c’est une recentralisation rampante. Un effacement des rĂ©gions. Une logique de plans nationaux qui marginalise les territoires. Je le dis avec gravitĂ©, mais avec toute la force de ma conviction : la politique de cohĂ©sion n’est pas une variable d’ajustement. C’est le cƓur battant de l’Union europĂ©enne. Son socle. Son sens. Sa promesse. Alors je le dis solennellement : Non aux plans nationaux ! Non au dĂ©mantĂšlement du partenariat territorial ! On ne touche pas Ă  la politique de cohĂ©sion. »

What Brussels is proposing strikes at the very heart of regions like Saxony-Anhalt. EU funding should pursue concrete objectives so that Europe remains visible, jobs are created, and transformation continues to advance. Anyone seeking to centralize this jeopardizes both trust and progress. Regional differences require regional solutions, not uniform national plans. I strongly support the position of the Committee of the Regions: Cohesion policy belongs where it has an impact – in the regions.
